Missions of the Division of Correspondence and General Affairs Section

 

The General Administration and Document Management Section is a division within the Office of the President, operating under the command of the Vice President (Asst. Prof. Dr. Padungsak Suksa-ard). Its core duties are to facilitate and support the work of the university’s executives, handle reception and meeting services, serve as the secretariat for management meetings, and coordinate state ceremonies, local events, and activities in Nakhon Si Thammarat province. It is also responsible for organizing activities for the university’s anniversary, graduation ceremonies, and ceremonies to bless Her Royal Highness Princess Chulabhorn Krom Phra Srisavangavadhana, Princess Galyani Vadhana. The section manages the digital office and postal services, and provides support for executives and various departments at the Walailak University Bangkok Office.

The section is divided into 5 main units:

1. General Management and Services

  1. Handling incoming and outgoing correspondence and the section’s document management.
  2. Supporting the section head’s operations.
  3. Managing plans and budgets.
  4. Handling e-Payment for the division’s advance payments.
  5. Managing procurement and purchasing (for the Bangkok Coordination Office and central procurement) and preparing PR documents.
  6. Managing assets, materials, and equipment.
  7. Handling personnel matters, calculating wages for daily temporary employees, and performance evaluations.
  8. Managing internal control and risk management.
  9. Coordinating internal section meetings and circulating announcements.
  10. Preparing operational performance reports.
  11. Coordinating participation in activities for Nakhon Si Thammarat province, Tha Sala district, and the 4th Army Region.
  12. Organizing ceremonies in honor of the monarchy and tribute events within the university.
  13. Managing the unit’s websites, green websites, and 5S (Seiri, Seiton, Seiso, Seiketsu, Shitsuke) websites.
  14. Implementing 5S within the unit.
  15. Creating satisfaction surveys for the unit.
  16. Handling other assigned tasks.

2. Executive Assistant and Meeting

  1. Organizing and facilitating management meetings and other meetings as assigned.
  2. Organizing various events and ceremonies as assigned.
  3. Coordinating meetings for the Council of University Presidents of Thailand (CUPT) and the Permanent Secretary’s Office of the Ministry of Higher Education, Science, Research and Innovation, as well as meetings among senior executives of the Ministry.
  4. Managing and overseeing the paperless meeting system using the E-Meeting platform.
  5. Managing meeting room reservations via the E-Booking system and providing meeting services and hospitality for external individuals and organizations.
  6. Analyzing and procuring materials and beverages for guests and meetings, as well as preparing supplies and equipment for university guests and meetings.
  7. Managing guesthouses.
  8. Coordinating with the network of higher education institutions in Nakhon Si Thammarat province.

3. Executive Secretariat

  1. Receiving and presenting documents, as well as analyzing incoming and outgoing documents, both in physical form and through the DOMS system.
  2. Facilitating executive appointments, including meetings and consultations.
  3. Facilitating executives’ off-site work, including appointments, travel, accommodation, and related tasks.
  4. Creating and sending documents that have been approved by executives.
  5. Coordinating with various internal and external agencies.
  6. Typing documents and drafting letters for executives.
  7. Following up on tasks for executives.
  8. Welcoming and hosting executive guests.
  9. Attending meetings with executives to follow up on tasks (on a case-by-case basis).
  10. Ensuring the tidiness of the executives’ offices.
  11. Handling other assigned tasks.

4. Digital Office and Postal Service Management

  1. Managing the university’s central document management system.
  2. Supervising and managing the Digital Office Management System (DOMS).
  3. Reviewing and vetting the accuracy of official directives (orders, announcements, regulations, rules, and statements) for executive and university council president signatures.
  4. Managing the university’s postal system, including both internal and external deliveries.
  5. Developing work systems and creating regulations related to the document management system and the Digital Office Management System (DOMS) to align with university and government policies.
  6. Reporting statistical data and related cost information to executives and circulating it to all departments monthly.

5. Walailak University Coordination Office, Bangkok

  1. Providing meeting services.
  2. Supporting the operations of the university and its internal divisions (Human Resources, Physical Resources, University Council Office, Schools).
  3. Supporting executive operations.
  4. Providing document, parcel, and postal reception and delivery services.
  5. Handling other assigned tasks.
